Michael D. Scott is a Managing Director of Miller Buckfire and leads the firm’s U.S. Government Advisory practice.  Mr. Scott is a former official at the U.S. Department of the Treasury (“Treasury”) and the U.S. Securities and Exchange Commission (“SEC”).  He brings extensive experience in Federal credit policy and the structuring and execution of Federal loans and loan guarantees.  At Treasury, he led Federal credit programs pertaining to the Air Transportation Stabilization Board, the 2002 Farm Bill, the Alaska Natural Gas Pipeline Act, and the Energy Policy Act of 2005.  During his service, he was also responsible for Treasury’s efforts involving large financial asset sales, financing solutions for Federal infrastructure, the restructuring of various Federal and private sector entities, as well as the restructuring of the pension and post-retirement healthcare liabilities at the U.S. Postal Service.
 
Mr. Scott served as a Senior Adviser to the Chairman of the SEC on the 2008 – 2009 financial market crisis and the Financial Stability Oversight Board.  He also advised the Chairman on the conservatorships of Fannie Mae and Freddie Mac and the Federal Housing Finance Oversight Board.  Prior to the SEC, Mr. Scott led the U.S. Government Entities investment banking business at Banc of America Securities where he advised private sector counterparties of the U.S. Government on Federal loans and loan guarantees.  While at Banc of America Securities, he also advised the Government Sponsored Enterprises on capital raising, risk management and regulatory issues and advised the U.S. Government on solutions to credit, budget, infrastructure and risk management issues.  Mr. Scott has an MBA in Finance from the Carroll School of Management at Boston College and a BSBA in Finance from The Ohio State University.
